Cassandra Means-Moore, Director

Cassandra.L.Means-Moore@wvago.gov

The Attorney General's Tax and Revenue, Claims Commission and Transportation Division represents agencies within the Department of Revenue, including the Tax Division, Alcohol Beverage Control Administration, Offices of the Insurance Commissioner, Athletic Commission, Lottery Commission, and Division of Financial Institutions.

The division also provides legal counsel and representation to various other state agencies, including the Division of Motor Vehicles, West Virginia Military Authority, West Virginia Board of Coal Mine Health and Safety, and the West Virginia Professional Charter School Board.

Beyond providing legal services to state agencies, the division represents the State of West Virginia in the Legislative Claims Commission and defends the West Virginia Crime Victims Fund.

The division also enforces obligations against tobacco product manufacturers arising from the Tobacco Master Settlement Agreement.

The representation provided by this division often begins at the administrative level and sometimes extends to both state and federal Supreme Courts, with considerable work at all levels in between. The division's work ranges from rendering legal advice to client agencies concerning everyday operations; to discovery-oriented, fact-intensive litigation involving construction and employment contracts; to research-oriented litigation addressing legal issues of statutory and constitutional interpretation.
